      Optional<Document> getManifestDocument(@NonNull File file)
      Gets a Merged manifest XML document for the given file's project. Returns Optional.empty() when the document is unavailable. ManifestMerger process falls back to the ManifestMerger2.FileStreamProvider when the document is not available.

      the contents of the file
